Jane Frances Zalwango

MSc in Health Service Improvement and Evaluation

Jane Frances Zalwango is a Ugandan epidemiologist and pharmacist currently pursuing an MSc in Health Service Improvement and Evaluation at the University of Oxford. She is a Mastercard Foundation Scholar at the University of Oxford and a member of St Catherine’s College.

Jane brings over a decade of experience at the intersection of research, policy implementation, and outbreak response. She has worked with the Uganda Ministry of Health, the World Health Organization, and Africa CDC, contributing to national and cross-border responses to infectious disease outbreaks, including Mpox, Ebola, and COVID-19.

Her work spans more than 25 districts in Uganda, including refugee-hosting regions, where she has coordinated health emergency responses and mentored over 150 frontline health workers. These experiences have shaped her understanding of the structural challenges that impact health outcomes. She is driven by a vision to create agile, accountable systems that ensure timely, high-quality care—especially in under-resourced settings.

At Oxford, Jane is developing expertise in systems thinking, economic evaluation, and evidence-based intervention design. She aims to lead sustainable reforms that strengthen health systems, improve health-care financing, and enhance the resilience and accessibility of health services across Africa.
