Lorna Enow

Master of Public Policy

Lorna Akoacha Enow is a youth engagement strategist and digital inclusion advocate from Cameroon, currently pursuing a Master of Public Policy at the Blavatnik School of Government, University of Oxford. She is a Mastercard Foundation Scholar at the University of Oxford and a member of Reuben College. Lorna is passionate about inclusive policymaking and ethical technology, with a focus on amplifying youth voices and bridging digital divides.

She has contributed to policy and development initiatives at the European Commission, where she worked on youth and digital cooperation, and has supported programmes that connect young Africans to opportunities in education, civic engagement and global mobility. In Cameroon, she has led community-based projects to promote STEM and digital skills in underserved areas and currently consults for youth-led platforms including Y-ACT at AMREF Health Africa. Lorna’s work is rooted in platform accountability, ethical innovation and building equitable digital futures—especially when designed with young people in mind.

At Oxford, Lorna hopes to refine her policy skills and engage with a global network of thinkers, leaders and changemakers. She is driven by the communities that shaped her and remains committed to public service inspired by servant leadership. Outside her studies, Lorna enjoys art, photography and storytelling—creative outlets she hopes to one day weave into a children’s book.
